What Changed?

  1. Per an Executive Decision in 2022, Metropolitan Transit Authority (MTA) Stored Value (SV) Transit Access Pass (TAP) card allotments were limited to just a few district offices due to low issuance. Skills and Training to Achieve Readiness for Tomorrow (START) sites no longer have an inventory of MTA SV TAP cards available. All references and instructions of MTA SV TAP cards were removed.    
  2. The GROW Quick Reference Metro Transportation Fare Increase Chart was replaced by the Metro Fare Chart 2023.
  3. Acceptable verification documents were updated.
  4. References to the CalFresh Employment and Training (CFET) Program were removed as START Program was not included in Los Angeles County's CFET Plan for Federal Fiscal Year 2026..

Policy

Transportation assistance is a supportive service available to STARTparticipants to help pay for their transportation expenses. The participant’s transportation need must be assessed to determine the full transportation allowance necessary to complete the assigned activity. Transportation assistance may be provided to START participants for the following purposes: 

  1. Commute to/from an approved START activity;
  2. Search for employment;
  3. Attend Case Manager Appointment (CMA); and
  4. Commute to/from employment.

Transportation payments are not available in the following situations: 

  1. The participant is receiving free transportation or transportation is paid through another program;
  2. The participant is receiving a transportation payment from a START contracted provider; 
  3. The participant voluntarily opts to walk or ride a bike to an assigned activity; or
  4. The participant declines the transportation assistance.

Participants are required to provide a transportation purchase receipt within ten business days of the transportation issuance date. 


Background

Transportation expenses are incurred by individuals participating in the START Program and intended to assist the participant in successfully completing their designated START activity and/or obtaining employment. Therefore, the transportation plan developed for the participant should be comprehensively designed to ensure it meets their transportation needs and employment goal.


Definitions

Electronic Benefits Transfer (EBT) Card

EBT is an electronic system that allows benefits to be issued via a magnetically encoded payment card. This card is used to issue General Relief (GR), CalFresh, or CalWORKs benefits, in addition to START ancillary and transportation payments.

Metropolitan Transit Authority (MTA)

MTA is the county agency that plans, operates, and coordinates funding for most of the public transportation system in Los Angeles County.


Requirements

START Transportation Modes

Transportation is a cash benefit issued via EBT card to pay for monthly, weekly, or daily passes, including bus transfers.

Amount Determination

The START staff must determine the least costly fare when issuing transportation to the participant. This process requires working with MTA and other cross carriers to obtain information on reduced fares and developing a reduced-fare transportation plan for the participant for each assigned activity.

Reimbursement

Participants are entitled to transportation reimbursement via EBT cards when they incur a transportation cost to attend a START appointment and transportation was not issued before the appointment. A receipt is required when the participant requests reimbursement.

Transportation Purchase Verification

The transportation purchase receipt must be provided within ten business days of the transportation issuance date. This includes verifying issuances on the EBT card to pre-load monthly, weekly, or daily passes on the TAP card or issuances to purchase any other mode of transportation.

Contracted Activities

The participant’s transportation need must be assessed to determine the full transportation allowance necessary for the participant to enroll and complete the contracted activity.

Interactive Case Management (ICM)

The transportation allowance for ICM must be determined by the information provided by the participant regarding the transportation plan that will be used to engage in an ICM job search assignment; or other activity that is allowable under the ICM component.


Verification Docs

Transportation Verification

The following documentation can be used to verify the transportation purchase: 

  1.  TAP Transportation vendor purchase receipt; or
  2.  A signed written statement of GEN 853 Sworn Statement which includes the following information:
    • Date of Purchase; and
    • Total Amount of Purchase

Note: All transportation verifications submitted by participants should be imaged into the California Statewide Automated Welfare System (CalSAWS) Imaging Solutions (CIS).
