The Blueprint Training is a mandatory, paid work readiness program for all Transitional Subsidized Employment (TSE)/Enhanced-TSE (E-TSE)/Customer Service Assistant (CSA) participants. This program focuses on developing soft skills, conflict resolution, and other workplace-related competencies, equipping participants with essential job readiness skills. The training prepares participants for successful entry into a Paid Work Experience (PWE), Specialized Work Experience (SWE), or On-the-Job Training (OJT) opportunity. It is required for all TSE/E-TSE/CSA participants who have met with their assigned America's Job Centers of California (AJCC), Community-Based Organizations (CBOs), or Regional WorkSource (RWC), and are awaiting placement at a worksite. Blueprint Training is conducted virtually for participants referred as PWE/OJT/SWE candidates and is not designed to be a stand-alone activity. The assigned AJCC/CBO/Region will collaborate closely with participants during the TSE referral period and enroll them in Blueprint Training within 10 days of receiving the TSE referral. South Bay Workforce Investment Board (SBWIB) issues the payment for attendance to Blueprint Training.
For many years, SBWIB has delivered Blueprint Training for workplace success as a pre-employment training program. Blueprint Training has been successful in equipping thousands of entry-level job seekers with skills to get a job, prepare a winning resume, contact employers, and conduct an effective interview. SBWIB offers a Work Readiness Certification curriculum that focused on services that "teach skills needed to be successful in the workplace, rather than skills needed to get into the workplace".
Blueprint Training is included as part of the AJCC/CBO/RWC activities to efficiently utilize the waiting period for TSE participant placement and improve employment-related services for TSE participants. The goal of the Blueprint Training Program is to target work behavior challenges that may hinder full-time employment and job retention for TSE participants.
Blueprint Training Curriculum
The Blueprint Training in-person/virtual sessions are held weekly. The instructor will email the training schedule to the TSE Liaisons and AJCCs/CBOs on a monthly basis. Each training session lasts for four consecutive days, beginning on either a Monday or Tuesday. AJCCs/CBOs/Regions must assign participants to the Blueprint Training within 10 days of receiving the TSE referral. The Blueprint Training instructor will assess when the participant can begin attending a session and will schedule them accordingly. Training is available in both English and Spanish; however, sessions in other languages are not currently offered. Once a participant completes the Blueprint Training, a mandatory 21-day TSE worksite placement period will commence.
Blueprint Training is a 30-hour in person/16-hour virtual work readiness training program provided by SBWIB, Program District Assistant (PDA) staff. The training consists of five key workplace success areas:
The Blueprint Training Program is aligned with the National Work Readiness Credential Skills Standards which include Communication Skills, Interpersonal Skills, Decision-Making Skills, and Lifelong Learning Skills. Upon completion of the training, participants are presented with a Gold, Silver, or Bronze Level Job Readiness Certification.

Blueprint Training is an Interactive Job Readiness Training Program to assist adults in developing skills for workplace success, job retention, and career advancement.
Blueprint Training participation is a paid mandatory training for all TSE/E-TSE/CSA participants in PWE/SWE/OJT. TSE participants are to be placed in Blueprint Training within 10 days of being referred to an AJCC/CBO/RWC. Refer to GAIN Chapter 960 Transitional Subsidized Employment; GAIN Chapter 965 Customer Service Assistants; and/or GAIN Chapter 1950 for Homeless and Transitional Subsidized Employment for specific details about each respective TSE path.
GN 6006 Service Provider Referral is used to refer participants to TSE/E-TSE/CSA and will prompt a referral to Blueprint Training within ten days of meeting with the AJCC/CBO/RWC.
GN 6007 Notice of Change from Service Provider, is used to provide a status of attendance or enrollment into Blueprint Training and/or to request supportive services.
