ACA
A law enacted in 2010, which, among other things, makes affordable health care insurance available to more people. It is also known as Obama Care.
Medi-Cal
A public health insurance program which provides needed health care services for low-income individuals who meet eligibility requirements.
MCP
Medi-Cal MCPs are groups of doctors, clinics, specialists, pharmacies, and hospitals that work together to offer medical services for people on Medi-Cal.
Medi-Cal Managed Care Division
The California Department of Health Care Services Medi-Cal Managed Care Division provides health care through managed care delivery systems.
Medical Health Care Provider
A licensed physician or other licensed health care professional, who provides services for the purpose of improving an individual’s physical health or to treat physical illness.
DHS
The County of Los Angeles Department provides health services to County residents through its network of 25 community-based clinics and four hospitals.
FQHC
Health care centers that receive federal funding under Section 330 of the Public Health Service Act through grants administered by the U.S. Department of Health and Human Services (HHS), Health Resources and Services Administra¬tion (HRSA), and Bureau of Primary Health Care (BPHC). Health centers that meet federal FQHC statutes and program expectations, but do not receive federal Section 330 funds can be designated as FQHC Look-Alikes.
Private Health Care Providers
Private clinics/hospitals that provide primary care to enrollees. Some private health care providers are Kaiser, Blue Cross, Anthem Health Net, Blue Shield, etc.
PHA
An assessment conducted by a medical health care provider to determine if the applicant’s/participant’s physical health condition prevents them from working or participating in employment related activities.
Physical Disability
Under California law, a physical disability is defined as having any anatomical loss, cosmetic disfigurement, physiological disease, disorder or condition that does both of the following:
- Affects one or more of the following body systems: neurological; immunological; musculoskeletal; special sense organs; respiratory, including speech organs; cardiovascular; reproductive; digestive; genitourinary; hemic and lymphatic; circulatory; skin; and endocrine; and
- Limits a major life activity.
Disability includes, but is not limited to, deafness, blindness, partially or completely missing limbs, mobility impairments requiring the use of a wheelchair, cerebral palsy, and chronic or episodic conditions such as HIV/AIDS, hepatitis, epilepsy, seizure disorder, diabetes, multiple sclerosis, and heart and circulatory disease.
Sedentary Work
An applicant/participant with a sedentary work restriction can accept and complete a job which requires sitting, occasionally walking and standing necessary in carrying out job duties. “Occasionally” means occurring from very little up to one third of the time and would generally total no more than about two hours of an eight-hour workday. Sitting would generally total about six hours of an eight-hour workday.
Exemption
When a person does not have to comply with certain GR Program requirements, such as meeting the work requirements.
Employability Status
An administrative designation used to identify whether an applicant/participant is able to work.
Employable
A designation given to an applicant/participant who is able to work through self-declaration or as determined through a physical health examination. Employable applicants/participants are required to participate in the START Program, designed to help them find employment. Employable participants may receive GR for nine months in any 12-month period, provided they continue to comply with GR and START Programs requirements.
Medical Unemployable Status
A designation given to an applicant/participant who has a physical health condition that prevents the individual from working or participating in employment related activities.
Temporary Unemployable
A designation given to an applicant/participant whose physical health condition prevents the individual from working or participating in employment related activities and that condition is expected to last less than 12 months.
Permanent Unemployable
A designation given to an applicant/participant whose physical health condition prevents the individual from working or participating in employment related activities and that condition is expected to last 12 months or longer. Applicants/participants with Permanent Unemployable status are to be re-evaluated before their employability status expiration date or once every two years (24 months), whichever comes fist.
Unemployable Volunteers
An applicant/participant designated a Temporary/Permanent Unemployable status, who chooses to participate in START Program at intake, annual redetermination, or at any other time.
Managed File Transfer System (MFTS)
A web-based system developed to transmit/receive PHA verification documents in a secure manner via the Internet. Access to the system is restricted to District File Transfer Liaisons, back-up Liaisons or designated persons.
START Program
A mandatory welfare-to-work program for employable GR participants that provides education and training opportunities, supportive services, and case management to help them better succeed in their career goals and future.
BenefitsCal
A website for customers to apply for, view, and renew benefits for health coverage, food, and cash assistance. The BenefitsCal portal also allows customers to upload supporting verifications/documents online.
