Policy

Career Assessment is an Assessment for GAIN participants working 20, 30, or 35 hours per week or CalWORKs participants who have left cash assistance within the previous 12-month period due to earnings or employment and who have volunteered to receive Post-Employment Services (PES) when available based on funding.

Participants can participate in Job Retention services for up to three consecutive months from the date of CalWORKs discontinuance. A career plan will be developed between the participant and the Assessor to provide services that promote job retention and career advancement or to help them advance within their chosen occupation with the goal of achieving self-sufficiency.

Definitions

Career Assessment

Career Assessment outlines the path for moving the participant into a better job and a career. The plan includes:

  • Education/Vocational Training, Job Skills Training, mentoring, and skills training; 

  • Referrals to Mental Health, Substance Use Disorder and/or Domestic Violence services, if appropriate; and 

  • A description of recommended supportive services.

Full-Time Employment

  • 20 hours per week for a single parent with a child under six years old;

  • 30 hours per week for a single parent with a child six year or older; and

  • 35 hours per week for a two-parent household, in a job which pays a salary equivalent to the Federal minimum or the State minimum wage, whichever is higher.

Requirements

Post-Employment Services (PES)

Participants must be employed 20, 30, or 35 hours per week and engaged in an approved concurrent education/training or Specialized Supportive Services activity prior to and continuously after the CalWORKs case discontinuance to receive PES for up to three consecutive months from their CalWORKs discontinuance date.

The following documents are required for completing a referral to Career Assessment:


Referral

GN 6006, Service Provider Referral, is provided to the participant to take to their Vocational Assessment appointment.


Career Assessment Referral Process

GN 6130, Assessment Activity Agreement, is used to assign the participant to Vocational Assessment.

GN 6013, GAIN Vocational/Career Assessment Disposition, is used to identify the type of Assessment that will be performed by the Assessor.

GN 6014, GAIN Vocational Assessment Summary and Employment Plan, is used to document the results of the Career Assessment.
