A State hearing is available to an applicant or participant who is dissatisfied with a County action or inaction. Appeals and State Hearing (ASH) is responsible for the review of the appropriateness of each hearing request, to determine if it can be resolved at the lowest possible level. The California Department of Social Services (CDSS) State Hearings Division schedules all hearings and is responsible for conducting each State hearing and rendering a fair, impartial, and independent decision.
