Purpose

To convert existing policy to new writing style only - No concept changes


What changed?

  1. References to the General Relief Opportunity for Work (GROW) Program have been replaced with the Skills and Training to Achieve Readiness for Tomorrow (START) Program. The GROW term will be used when referencing California Statewide Automated Welfare System (CalSAWS) pages until the system is fully programmed. Some notices, forms, and links currently available in CalSAWS will also display GROW pending the system change.

  2. References to the LEADER Replacement System (LRS) have been replaced with CalSAWS.

  3. References to the GROW Case Managers (GCMs) have been replaced with START Case Managers (SCMs).

  4. References to the GROW Services Supervisor (GSSs) have been replaced with START Supervisors (SSs).

  5. The references of the ABP 1467 DVS, General Relief Opportunities for Work (GROW) Domestic Violence Services Referral were changed to ABP 1467 DVS, Skills and Training to Achieve Readiness for Tomorrow (START) Domestic Violence Services Referral.

Policy

SCMs shall refer a participant for Domestic Violence Services (DVS) when there is an expressed or observed need, any time during a participant's START eligibility.


Background

Supportive Services are provided to assist START participants overcome barriers to employment. DVS assists participants who are victims of domestic violence and may include counseling, legal advice, and other available services.


Definitions

Terms and Descriptions

Direct Referral
Referral initiated by the SCM for a victim of domestic violence to a START DVS contracted provider.


Reverse Referral

Occurs when the participant is self-enrolled at a START DVS contracted provider.


START Supportive Services Liaison (SSL)

Staff person at the SCM or SS level who acts as a liaison between START Program, START line staff, and the Supportive Services providers.


START Program DVS Liaison

Staff person who validates Reverse Referral requests received from a contracted DVS provider.


General Relief (GR) Program DVS Liaison

A GR Program staff person who processes Reverse Referral requests received from a contracted DVS provider for unemployable participants.
