ABAWD
A CalFresh applicant/participant between the ages of 18 and 64 who is physically and mentally fit for employment, does not have a child under the age of 14 in their CalFresh HH, and does not meet a criteria for exemption from Work Registration or the ABAWD Time Limit.
ABAWD Work Requirements
The federal/state requirements for non-exempt ABAWDs to complete qualifying work or work-related activities to maintain CalFresh eligibility or be time-limited to receiving CalFresh for up to three countable months in a 36-month period. ABAWDs must meet work requirements by:
- Working at least 20 hours per week, or 80 hours per month averaged;
- Participating in qualifying work, community service/volunteering, or training/education activities for at least 20 hours per week, or 80 hours per month averaged; or
- Participating in Workfare.
CFET
A voluntary program available for CalFresh recipients who want to enhance their employment opportunities through education, training, or work-based learning. In L.A. County, the CFET Program is administered through DPSS, and CFET services are provided by CFET partner agencies.
Non-exempt ABAWDs can meet the work requirements through CFET activities alone or in combination with other qualifying work activities (except Workfare), provided the hours total at least 20 hours per week, or 80 hours per month averaged.
Community Service or Volunteer Work
An activity that allows non-exempt ABAWDs to independently identify a nonprofit organization where they may complete their required 20 hours per week, or 80 hours per month averaged, through volunteering.
Non-exempt ABAWDs can meet the work requirements through Community Service or Volunteer Work alone or in combination with other qualifying work activities (except Workfare).
Designated ABAWD Eligibility Staff
Eligibility Supervisors (ES) who will be assigned by their administration to monitor the California Statewide Automated Welfare System (CalSAWS) for the receipt of the CF 887, CalFresh Medical Certification Form, the CF 888, CalFresh ABAWD Volunteer Work Hours Verification Form, and Customer Service Center (CSC) - ABAWD tasks and assign them to the designated ABAWD Eligibility Worker (EW) for processing.
EWs who will be assigned to receive the CF 887, CF 888 Form Received, and CSC - ABAWD tasks, and process the tasks following existing procedures.
Employment
Work performed in exchange for wages or other compensation, including paid employment, self-employment, subsidized or unsubsidized employment, and in-kind work.
Non-exempt ABAWDs can meet the work requirements through employment hours alone or in combination with other qualifying work activities (except Workfare) provided that the ABAWD is completing at least 20 hours per week, or 80 hours per month averaged.
Note: Applicants/participants are exempted from ABAWD work requirements if they meet the CalFresh Work Registration exemption for earning weekly income before taxes of at least $217.50, or the federal minimum hourly wage multiplied by 30 hours weekly. Refer to the AR 63-407 Work Registration and the AR 63-410 ABAWD Time Limits.
Good Cause
Good Cause must be determined when a non-exempt ABAWD fails to satisfy their work requirements due to circumstances beyond their control, including but not limited to:
- Illness (personal or of another HH member);
- Received hardship for Medi-Cal;
- HH emergency;
- Lack of transportation; or
- A declaration of natural disaster.
HH
For CalFresh purposes, an individual living alone or a group of individuals living together who customarily purchase food and prepare meals together.
Intake Period
The application processing period used to determine initial eligibility for CalFresh benefits.
Nonprofit Organization
An organization that operates for a public or community benefit and is not established to generate profit for private individuals or shareholders. Nonprofit organizations are typically recognized as tax-exempt under Internal Revenue Service (IRS) rules and may include charitable, religious, educational, or community-based organizations.
Other Qualifying Programs or Activities
Programs or activities that Eligibility staff have assessed to qualify as described in ACL 26-29 and the Title 7 Code of Federal Regulations (CFR) Section 273.24, and which meet the general ABAWD goals of connecting to the workforce or providing employability skills. Examples include, but are not limited to:
- Workforce Innovation and Opportunity Act (WIOA) job training and job readiness programs, such as those offered through the America's Job Centers of California (AJCC);
- A program under section 236 of the Trade Act of 1974, such as on-the-job or vocational training; or
- Foster youth programs, such as Independent Living Programs (ILP) or Transitional Independent Living Plans (TILP). ILP and TILP activities that may qualify include, but are not limited to:
- WIOA Youth/AJCC programs providing job readiness, paid work experience, training, and job placement, with foster youth as a priority population;
- California Opportunity Youth Apprenticeships;
- Paid and volunteer activities through California Youth Connection, Youth Engagement Project, and other programs that provide leadership development training to foster youth; and
Recertification (RE) Period
The processing period to redetermine a HH's ongoing eligibility to continue receiving CalFresh benefits.
Self-Initiated Workfare
An activity that allows non-exempt ABAWDs to meet their work requirements by self-identifying a nonprofit organization to report to in order to complete unpaid work duties to gain work experience, provided the nonprofit organization agrees to verify completed hours.
The monthly required hours are calculated by dividing the HH's monthly CalFresh benefit by the L.A. County minimum hourly wage and rounded down. Workfare hours may be completed by one non-exempt ABAWD HH member or split amongst the non-exempt ABAWD HH members. Workfare cannot be combined with any other activity, and ABAWDs participating in Workfare, in addition to any compensated hours worked, must not exceed 30 hours weekly.
DPSS is implementing a guided self-service Workfare option, that will allow non-exempt ABAWDs to identify a public or private nonprofit organization as a worksite to complete their Workfare hours. Additional guidance will be released once implementation details are finalized.
