This State mandates a determination of eligibility for participation in GAIN Program for all CalWORKs participants who are registered as mandatory participants, unless exempt.
Exempt participants may request to volunteer to participate in GAIN, even though the Welfare-to-Work (WtW) Work Registration Status indicates an exempt status. These participants must be assigned to GAIN services as soon as possible.
GAIN eligible teen participants may participate in GAIN Program if they meet eligibility criteria. Children in foster care whose placement costs are funded through Temporary Assistance to Needy Families (TANF) are not eligible for GAIN.
Priority services to schedule an appraisal appointment are manually assigned by the scheduling clerk to expedite CalWORKs participants who need immediate supportive services. Priority services are scheduled as follows:
Since the implementation of the State's CalWORKs Program in January 1998, eligible cash aid participants are subject to a 60-Month Time Limit for most adults. GAIN participants may participate in any allowable GAIN activity if they meet their WtW participation requirements.
Time limit reviews may be offered to participants as they approach their 60-Month Time Limit to discuss possible conditions that may qualify for a clock stopper or extender.
Participants who have exhausted their 60-Month Time Limit may request to voluntarily participate in Post-Time Limit Services, when available based on funding.

Participants must have an approved CalWORKs case for participation in the GAIN Program. Monitoring for future CalWORKs discontinuance is essential to ensure continual eligibility.
