If a degree for transfer program is included and approved as part of the participant’s Self-Initiated Program (SIP) and the school of transfer is also a private school, then the participant may be allowed to transfer and continue their education as a SIP; the program must remain the same. If the school of transfer is a public postsecondary school, the SIP will end and the participant must be evaluated for a VOC activity under Student Training Education Program (STEP), regardless of program.
Any non-transferable degree/certificate program approved as a SIP will end when the participant earns their degree/certificate. A participant may continue their education if unable to find unsubsidized employment after the completion of a SIP, but the program would not continue as a SIP.
Once the approved program goal has been obtained, the SIP approval will end. The participant must be assigned to the next appropriate Welfare-to-Work (WtW) activity.

Transferring
Participants in an approvable SIP attending a private school and making satisfactory progress with the intention of transferring, may transfer into the same program or follow the same basic career goal at a different private school.
The intent to transfer must be documented on the GN 6005A, Verification of Welfare-to-Work Participation Hours form, or the participant may submit a written verification from the educational service provider.

Changing Schools
A participant may change schools and continue their SIP as long as they maintain the same program/educational goal and the following criteria are met:

When a participant changes programs at the same or different private school, the SIP approval will end. The participant must be referred to the next appropriate WtW activity.
Note: If the participant changes programs and enrolls/attends a public postsecondary school, the SIP activity ends, and the participant must be evaluated for a VOC activity under STEP.
Four-Year College/University
When a participant is attending a Baccalaureate Degree Program and they transfer to a California regular classroom teaching credential program, the credential program may be approved as part of the SIP.
The participant’s intent to transfer must be documented on the GN 6005A and their Welfare-to-Work Plan Activity Assignment (WTW 2).
A participant who has earned a Baccalaureate Degree and is pursuing an advanced degree program, for example, a Master’s Degree, may not be approved as a SIP.
Note: Participants enrolled in a combined teaching credential program/master’s program may have their SIP continue if the combined program will result in a teaching credential.
