Background

Currently, DPSS contracts with child care Resource and Referral/Alternative Payment Program (R&R/APP) agencies for the administration of the CalWORKs Stage 1 Child Care (S1CC) Program in Los Angeles County. These contracts outline the required services that the R&R/APPs are to provide to CalWORKs and GAIN participants, and the business processes and procedures that the agencies must follow. 

The R&R/APP agencies also contract with the California Department of Education (CDE) for the provision of CalWORKs Stage 2 and Stage 3 Child Care services.

Requirements

Services Provided by R&R/APPs

The R&R/APP agencies provide the following services to current and former CalWORKs participants:

  1. Multilingual staff in R&R/APP offices to assist participants with child care questions and needs;
  2. Co-location services at DPSS offices;
  3. Enhanced Referrals: at least four referrals for licensed child care providers will be provided to each participant with no known provider. R&R/APPs must also verify that for each enhanced referral, there be an available vacancy and that the participant meets the following criteria:
    • The participant is engaged in a County-approved Welfare-to-Work (WtW) activity or employed; or the WtW activity or employemnt will begin within ten calendar days; and
    • The participant requests referrals for licensed child care. 
  4. Information on all available child care options presented in individual or group, CalWORKs Intake or GAIN Orientation sessions.

Procedures

Actions taken by the R&R/APP Staff 

  1. Viewing CalWORKs case data in California Statewide Automated Welfare System (CalSAWS) to determine if the participant and child may be eligible for child care services by examining the participant’s CalWORKs cash aid status and the presence of an open WtW activity;
  2. Approving or denying child care services within 30 calendar days from the child care request date on the CalSAWS Child Care Request Detail page; 
  3. Authorizing child care based on the participant’s WtW activity in CalSAWS and third-party verification, if determined eligible. However, for the first 30 days of child care counting from the request date, the R&R/APP staff can approve the hours of the WtW activity based on the participant’s self-declared schedule, followed up by third-party verification; 
  4. Entering child care authorization and reimbursement information in CalSAWS; 
  5. Authorizing child care for up to 12 months from the approval date, but no longer than the activity end date in CalSAWS; 
  6. Issuing appropriate child care Notices of Action (NOA) to participants and notifications to child care providers; 
  7. Issuing reimbursements to child care providers; 
  8. Authorizing child care up to 30 days past the activity’s expected end date if the R&R/APP agency has current verification that the WtW activity will continue past the activity end date in CalSAWS; and       
    Note: The R&R/APP staff must notify the GAIN Services Worker  (GSW) that the approval will be extended and forward the verification to the GSW. 
  9. Assisting participants in transferring child care from one agency to another or to/from another county, as appropriate, if care is being provided in another service area.

Rescinding Termination of S1CC

Rescinding terminated S1CC cases within 30 calendar days of the effective date of the child care termination, in conjunction with existing CalWORKs policy.

Child Care for CalWORKs Cash-Aided Families or Cash Aid-Terminated Families within 30 Calendar Days of Child Care Termination

  1. Rescinding child care terminations for cash-aided CalWORKs families or cash aid-terminated families with an approved waiver to use an in-home license-exempt child care provider may be done when: 
    • CalSAWS reflects a new WtW activity component oremployment started within 30 calendar days of the effective date of the child care termination; or 
    • Participant turns in all necessary and completed paperwork including the Verification of Employment or Verification of Training. 
  2. Preparing and sending timely NOA, ST1-12 – Child Care Approval to notify CalWORKs participants of their child care rescission for S1CC benefits. 
  3. Sending ST1-06 – CalWORKs Stage 1 Child Care Provider Notification-Child Care Approval/Change/Termination/Denial to notify child care providers of any change in the status of a S1CC case.
