The main purpose of the compliance and sanction process is to promote participation by helping participants remove obstacles that prevent participation and completion of Welfare-to-Work (WtW)/Refugee Employment Program (REP) activities.
Participants have the right to an Informal Meeting with Regional Administrative staff, a Formal Complaint (FC) hearing, or a State Hearing (SH) when not in agreement with the WtW/REP Plan or activity. Publication 13, Your Rights Pamphlet, and the NA Back 9, Your Hearing Rights, that is sent with all Notices of Action (NOAs) are provided to participants to inform them of their hearing rights, the procedures for filing an FC, and the SH process.
Federal Temporary Assistance for Needy Families statutes direct states to remove from aid non-exempt participants who fail to participate in required work activities.
