What changed?

  1. Effective December 24, 2024, as referenced in Call-Out (CO) 24-104, dated December 19, 2024, the County’s second-tier mileage reimbursement rate was reinstituted at $0.30 per mile for over 500 miles. Information was added to include a second-tier mileage.
  2. Effective January 1, 2025, as referenced in CO 24-105 Errata, dated February 5, 2025, Post-Employment Services (PES) for CalWORKs discontinued participants has been terminated. Thus, references to offering transportation supportive services for the three months post CalWORKs discontinuance to participants were removed.
  3. Employment and Self-Employment transportation issuance frequency has been changed from three to six months.
  4. Family Stabilization transportation issuance frequency has been changed from three to six months.
  5. A note was added to inform Refugee Employment Program (REP) staff that CalWORKs discontinued participants in REP may continue to receive transportation supportive services if they are determined to be eligible.
  6. Replaced LEADER Replacement System with California Statewide Automated Welfare System (CalSAWS).
  7. Replaced Electronic Document Management System with CalSAWS Imaging Solution (CIS).
  8. Replaced PA 853, Affidavit with GEN 853, Sworn Statement.

Policy

Transportation payments are available to eligible CalWORKs participants, allowing them to participate in their assigned Welfare-to-Work (WtW) activity, or to obtain/retain employment. This may also include childcare-related transportation costs for participants and their child(ren).

Participants are not expected to use personal funds or any part of the CalWORKs cash aid to cover transportation expenses in order to participate in an assigned activity and/or to retain employment. All GAIN/REP/Cal-Learn participants are eligible for transportation payments to participate in any assigned activities and/or to obtain/retain employment. Participants are informed that transportation payments are available for public transit, mileage, non-traditional and alternative forms of transportation services.

  1. WtW participants shall receive the payment(s) in a timely and appropriate manner to promote positive outcomes by facilitating engagement in employment and/or participation in WtW activities.
  2. In most instances, transportation payments are paid in advance so that the participants do not need to use their personal funds to pay for these services. When it is unfeasible to pay in advance, transportation payments and expenses must be reimbursed. Payments can be made in the form of Electronic Benefit Transfer (EBT), mailed warrants, and cash (limited amount) issued in the office.
  3. WtW participants may receive transportation payments to transport their children to and from school, to childcare providers, or program activities (if childcare is not available) in order to participate in program activities and/or employment.
  4. Transportation issuances under PES should be handled according to the current PES policy. 
  5. Transportation payments for participants and the child(ren) of participants in Specialized Supportive Services (SSS) activities shall be handled in a special manner.
  6. The least-costly fare for each mode of transportation shall be authorized for the duration of the program activity.
  7. A participant may choose to drive a private vehicle to a WtW activity. If public transportation is not available, inaccessible, or the travel time from home to the activity or employment exceeds two hours round-trip by public transportation, then the participant is eligible for a mileage payment. Otherwise, if travel time does not exceed a two-hour round-trips, the participant will receive the public transportation rate.
  8. Non-traditional and alternative transportation modes, such as shuttles, vanpools, carpools, Metrolink, Taxi, etc., are to be considered when public transit is not available or inaccessible (two hours or more round-trip) and the participant does not have access to a private vehicle.
  9. If a participant is a victim of DV, non-traditional or alternative transportation modes shall be considered to ensure the safety of the participant and their child(ren).
  10.  A timely Change of Transportation Notice of Action (NA 822) shall be issued at least ten days before the effective date of any adjustments to transportation payments. The Notice of Action (NOA) must be provided in the participant’s preferred language (if available) for all transportation payments. If a NOA is not available in the participant’s preferred language, the English NOA must be accompanied with a GEN 1365, Notice of Language Services.

Note: CalWORKs terminated REP participants may be eligible for transportation supportive services related to employment past their CalWORKs termination. REP staff must review REP policy to determine eligibility for services.


Supportive Services Provided by Educational and Other Service Providers

Educational and other service providers may offer payment for transportation costs, such as Taxi vouchers, bus passes, parking fee waivers, etc. Transportation payments that are provided for the purchase or payment of a specific item or service and are not included as a part of a Financial Aid package are not considered Financial Aid.

To prevent duplication of supportive services payments that are not considered Financial Aid, including transportation for participants, verification must be obtained from the participant and/or the educational or other service provider, ensuring that the provider is not covering transportation payments/services. If transportation payments/services are being provided to the participant by another service provider, then the participant is not eligible for transportation payments for the same services through GAIN/REP/Cal-Learn.

Example: If a vocational school provides the participant with a bus pass for the first five months of school, then the participant is not eligible for a bus pass during those five months. However, if the participant requests bus passes for their child(ren), which the vocational school does not provide during the same time, then the participant may receive transportation payments for their child(ren) during the specified period.


Special Program Activities Allowable Costs

Specialized Supportive Services

Due to confidentiality, safety concerns, the sensitive nature of the services, the potential for violence, and the varied schedules for services, participants in need of SSS always require access to transportation payments to ensure their continued access to services. Participants in SSS activities always face the potential for a crisis that may require immediate access to shelter, counseling, or other services; therefore, additional safety concerns must be considered for participants in SSS activities, and for this purpose, transportation shall be issued in the following manner:

  • For all DV, Mental Health (MH), and Substance Use Disorder (SUD) participants, the least costly method (full monthly bus pass or mileage) of transportation is applied if the travel time is less than two hours round-trip by public transportation;
  • For DV participants only, whichever method of transportation is certified by a DV provider should be authorized regardless of distance. For instance, the use of a car may be safer, so the provider may request the authorization of mileage in place of a bus pass. In this situation, the "two-hour round-trip rule" for mileage must be waived; and
  • Child(ren) of participants who are in SSS activities are considered Special Needs, even if they are not receiving cash aid, as long as they are part of a CalWORKs household. As such, all children of participants in SSS are eligible to receive transportation expenses, including those who are age 13 or older.

Cal-Learn Program

It is the responsibility of the Cal-Learn Program Case Manager and Adolescent Family Life Program agencies to assess the health and safety of the Cal-Learn participant and their child(ren), which includes their living environment and community.

Example: If the Cal-Learn participant must cross a gang territory on the way to school or to the childcare provider, the participant may be eligible to receive a payment for an alternative mode of transportation due to safety concerns. In this instance, the accessibility and availability factors may be waived.


Background

Transportation payments are a necessary supportive service and should be made available in advance to every participant in order for them to participate in their approved WtW activity or to accept or retain employment.

Specialized Supportive Services

MH, DV, or SUD services.


CalSAWS Imaging Systems (CIS) 

CIS is an imaging system that allows line staff to scan, electronically store, and view eligibility case documents. All case documents dated January 1, 2013, or later, must be imaged.

Case documents that are pertinent and correspond to an open activity, even though they are dated prior to January 1, 2013, must be imaged.

Please refer to AR 5915, CalSAWS Imaging Solution, dated April 14, 2022, and FML 5977, CSF 100, Confidential Domestic Violence (DV) Information, dated July 24, 2024.


Financial Aid

A participant who is enrolled in a school where Financial Aid is available shall be informed that they have a choice to either use or not to use Financial Aid to pay for supportive services, including transportation, which otherwise may be paid with GAIN funds.

Although the WTW 8, Student Financial Aid Statement Welfare-to-Work Supportive Services form is required to be on file in the case record, it is not required before a transportation request can be paid. Transportation payments shall not be delayed because of the pending completion of the WTW 8.

Note: A participant is not required to use any part of their Financial Aid to cover transportation costs and should not be persuaded to do so.


Below is a list of transportation types available to GAIN/REP/Cal-Learn participants:

Bus Pass

The cost of a bus pass varies depending on the residence address and whether the pass is for a child, student, or an adult.

In addition to the bus pass expense, there are other allowable expenses, such as an application fee for the TAP card, the cost of a photograph for a Reduced Fare TAP card for students or school ID, and the TAP card replacement fee.


EZ Transit Pass

The EZ transit pass is a monthly pass good for local travel on 23 different public transit carriers throughout the Greater Los Angeles region.


Mileage

A participant may choose to drive a private vehicle to a WtW activity. If public transportation is not available, inaccessible, or the travel time from home to the activity or employment exceeds two hours round-trip by public transportation, then the participant is eligible for mileage payment.


Non-Traditional and Alternative Transportation

Includes shuttles, vanpools, carpools, Metrolink, Taxi, etc., and are to be considered when public transit is not available or inaccessible (two hours or more round-trip), and the participant does not have access to a private vehicle.


Vehicle Diagnosis and Repair Program (VDRP)

VDRP is a DPSS program and is subject to funding availability. Under VDRP, GAIN/REP/Cal-Learn participants are provided with funds to cover the cost of vehicle diagnosis and repairs performed at Bureau of Automotive Repairs approved stations only. Effective with the release of Call-Out 17-30, dated August 10, 2017, VDRP was suspended due to the reduction of the budget.


Requirements

Below are the requirements for transportation payments:

Eligibility

Mandatory CalWORKs participants and Exempt Volunteers are eligible for transportation payments to cover the costs necessary to participate in their WtW activities and/or to obtain/retain employment.


Request for Transportation

All requests for transportation must be submitted via the GN 6151, GAIN Transportation & Ancillary School/Work–Related Expenses Request Form. When a participant is unable to complete the form in person, the GAIN Services Worker (GSW)/Contracted Case Manager (CCM) must proxy the GN 6151 on the participant's behalf.

The participant must be informed that they can receive advanced payments when requested and will receive timely notices in the mail confirming new issuances, including subsequent changes/denials. The participant is responsible for reporting any change in transportation need or arrangement to the GSW/CCM.


Approval/ Denial

  • The GSW/CCM shall approve or deny transportation payment requests within one workday from the date all supporting documentation (if needed) is received.
  • The GAIN Services Supervisor (GSS)/Contracted Supervisor (CS) and/or Deputy Regional Director (DRD) shall approve or deny transportation payment requests within one workday upon receipt of the request.
  • County Issuance and Approval (CIA) shall complete the approval and denial process within two workdays upon receipt of an appropriately documented Contractor issuance request.

Receipts for Parking Expenses

Participants must provide a receipt for services rendered within ten business days from the issuance date.

The following are required documents to support transportation payments:

Participants Attending School/Training

The WTW 8 must be completed and signed by the participant whenever transportation supportive services for educational or vocational activities are arranged, and it must be documented that the participant has been informed of this policy.

The WTW 8 must be completed and discussed every time the participant enters a new educational or vocational activity.

A participant who chooses to voluntarily use Student Financial Aid to pay for supportive services may revoke that choice at any time by completing Part B of the WTW 8. Upon receipt of a WTW 8 with Part B completed, the participant should no longer be considered having Student Financial Aid available for supportive services.


Request for Transportation Payment

The GN 6151 is used to request transportation payments. Requests may be made in person, online via benefitscal.com, or over the phone. For over the phone or electronic requests, GN 6151 can be completed on the participant's behalf by GSW/CCM.


Worksheet for Processing / Calculating Transportation Needs and Types

A GN 6407, GAIN Transportation Type Eligibility Worksheet form is used to document the process/calculations for determining transportation needs and types requested by the participant via the GN 6151.

Self-Employed Participant

A PA 167, Monthly Earnings Report, must be completed and submitted every six months to receive mileage.


Address Verification for Mileage Payment

The address declared by the participant must match the address on the CalSAWS Contact Summary page.

If a participant reports a different address other than the address on the CalSAWS Contact Summary page, they must provide verification of their residence to support issuances for mileage.

Participants who are homeless may use the district office under their residence address on the CalSAWS Contact Summary page to process mileage payments.

Verification of the participant’s address must be on file in the form of:

  • Rent receipt;
  • Rental Agreement; or
  • A utility receipt in the participant’s or other member of the CalWORKs household’s name.
  • District office is shown on the CalSAWS Contact Summary page, if homeless.

A GEN 853, Sworn Statement, is an acceptable documentation of residence for the initial issuance only. Thereafter, the participant must provide one of the above-listed verifying documents. Otherwise, approval by the DRD is required to issue payments for subsequent months.

Note: Calculations of any additional mileage are done using the participant’s home address provided on the CalSAWS Contact Summary page or the CalWORKs District office address, if the participant is staying in a DV shelter and the activity is at an undisclosed location.


Transportation Notices of Action

  • NA 820 – Transportation Approval;
  • NA 821 – Transportation Denial/Discontinuance;
  • NA 822 – Transportation Change;
  • NA 824 – Transportation Extension; and
  • NA 825 – Transportation Payment Adjustment.

Request for Documents to Support Transportation Payments

A GN 6322, Forms/Documents Needed to Support Transportation/Ancillary Requests, should be used to request additional documentation and/or information to support a request for payment. Supporting documentation can be provided in person, by mail, by fax, or by the BenefitsCal website.
