DPSS is part of a multidisciplinary team known as the Skid Row Assessment Team (SRAT). Two Homeless Case Managers (HCMs) from Metro Family District #13 are assigned to SRAT. These staff members work in collaboration with staff from the Department of Children and Family Services (DCFS), Department of Mental Health, Department of Public Health and the Union Rescue Mission (URM).
Staff from these various County departments and the URM work together to identify homeless families and connect them to services and housing (emergent, transitional, or permanent) outside of Skid Row. The goal of the multidisciplinary team is:
In February 2005, a multidisciplinary team known as SRAT was established under the direction of the Board of Supervisors. The multidisciplinary team was tasked with ensuring all families who are homeless and on Skid Row receive intensive case management and connect them with all available services and housing outside of Skid Row.

The following explains the role of all staff involved in the Homeless Case Management process with families located in Skid Row.
SRAT HCM
The SRAT HCM will be responsible for providing intensive case management to all CalWORKs families while they remain on Skid Row and up to 45 days after they move out of Skid Row.
Case-Carrying HCM
The Case-Carrying HCM will work with the SRAT HCM in providing any needed information/support until the transfer of the Homeless Case Management case segment has been completed (i.e., the case segment has been received by the SRAT HCM).

Note: Families on Skid Row are not subject to the six months’ timeframe. These families will continue to receive case management services for as long as they remain on Skid Row or for as long as the family needs the services.
