CalWORKs participants are assigned to the appropriate GAIN Region based on where their CalWORKs case is located. When CalWORKs is approved (active), the Eligibility Determination Benefit Calculation determines whether the participant is mandatory or exempt and creates the Welfare-to-Work (WtW), Refugee Employment Program (REP), or Cal-Learn Program in a Pending Status. Participants in a Pending Program Status are listed on the Pending Unassigned Employment Services Program List (unassigned pool) page.
For the automated process, the system automatically assigns the worker, updates the Program Status from Pending to Active-Enrolled. The system also schedules and sends the Appraisal appointment letter and creates the appropriate activity.
When a manual process is required, the Scheduling Clerk initiates the appointment. The Scheduling Clerk will need to manually select the participant from the unassigned pool, assign the worker, update the Program Status from Pending to Active-Enrolled, schedule the Appraisal appointment and generate the appointment letter on the Customer Appointment Detail page. The GN 6053-1, GAIN Appraisal Appointment Notice, is used to schedule the Appraisal appointment.
Participants who requested child care during their CalWORKs approval process will remain in the unassigned pool for 15 calendar days from the date the participant was first placed in the unassigned pool. On the 16th day, via the GN 6053-1, participants will be scheduled for an Appraisal appointment within the next ten days. If the16th day falls on the weekend, the appointment will be initiated the Friday before the weekend. This timeline allows participants time to secure child care, as needed, and be scheduled for Appraisal within 30 days of CalWORKs approval.
The Appraisal scheduling process was created to send out an Appraisal appointment to the GAIN Regional Office for the participant to meet with his/her GAIN Services Worker/Contracted Case Manager (GSW/CCM). The Appraisal appointment letter informs the participant the length of the appointment, lists the services/assistance he/she will receive, and it also informs the participant that if he/she does not call or keep his/her appointment, he/she may lose part of his/her cash aid.
