As of July 1, 2016, State departments have the responsibility and the authority to process claims for stale dated warrants, including those warrants that have remained uncashed for over three years, and those where a replacement check has been issued. Warrants uncashed older than three years from the original issue date will now be processed through the Stale Dated Warrant Reissue Request process.
Previously, an uncashed warrant, older than three years from the original issue date, could not be replaced or reissued through CMIPS payrolling; instead the payee had to submit an “Equity Claim” to the Victim Compensation and Government Claims Board (VCGCB).
The Management Memo 16-04, dated June 29, 2016, transferred the Government Claims Program from the VCGCB to the Department of General Services, Office of Risk and Insurance Management except for claims for stale dated warrants which State departments will execute independently.
Warrants between one and three years old are replaced through the Stale Dated Warrant Reissue Request process and submitted directly to the CMIPS Back Office Department.
Effective immediately all stale warrant requests must be submitted to CMIPS Back Office Department regardless of the age of the warrant.
To accommodate this change, the CMIPS Stale Dated Warrant Reissue Request Form has been updated to include a new field identifying the replacement warrant request is over three years.

A warrant that has remained uncashed for over one year and has not been voided.
