What Changed?

  • The General Relief Opportunities for Work (GROW) references were changed to Skills and Training to Achieve Readiness for Tomorrow (START) where applicable.

  • GROW Case Manager and GROW Supervisor references were changed to START Case Manager (SCM) and START Supervisor (SS).

  • The gendered pronoun (he/she) references were updated to meet Anti-Racism, Diversity, and Inclusion (ARDI) inclusive language standards (they).

  • The Leader Replacement System (LRS) references were changed to California Statewide Automated Welfare System (CalSAWS).

  • Links were added to the referred forms, such as ABP 192, GROW Verification of Employment Request, GEN 1365, Notice of Language Services, ABP 296, GROW Program Notification of Change, PA 167, Monthly Earnings Report, and AR 5912 Supp. II, Video Case Manager Appointment.

Policy

Post-Employment Services (PES) are available to Skills & Training To Achieve Readiness For Tomorrow (START) and/or CalFresh participants working at least 20 hours a week who remain eligible for General Relief (GR) benefits.

Transportation and other work-related expenses are available to the START participants assigned to PES for up to 30 days effective the first date of employment.

Participation in PES is voluntary and includes the following services:

  1. Job Retention Services
    These services assist START participants in resolving any barriers that may prevent them from keeping their jobs. This includes but is not limited to: mentoring, counseling, networking, advice, and guidance. These services may be offered by the Job Developers.

  2. Continued Educational Development
    These services encourage and assist START participants to pursue additional education/training outside of the participant's work schedule. This may include referring individuals to local programs in the community and assisting participants in selecting education/training programs and educational providers.

  3. Rapid Re-Employment Services
    These services immediately provide job search assistance to START participants who lose their jobs. This includes referring participants to the on-site Job Developers.

  4. Supportive Services
    START participants requesting domestic violence or mental health services are to be referred for those services following the existing referral process. Participants requesting help with substance use disorder are to be referred to the GR Eligibility Worker (EW).

 


Background

The PES activity provides intensive case management and supportive services for employed START participants to assist them in remaining employed, obtaining additional education, and advancing in their careers.
