REFUGEE EMPLOYMENT PROGRAM

The Family Self-Sufficiency Plan (FSSP) is required for refugee households who are receiving employment related services in the Refugee Social Services (RSS) and/or Targeted Assistance (TA) funded employment programs. FSSP must be completed within 30 days of the participant's approval of cash assistance in order for refugees to be in compliance.
Through the provisions of the Refugee Act of 1980, the federal Office of Refugee Resettlement (ORR) and California Department of Social Services, Refugee Program Bureau require an FSSP be developed for anyone who receives employment-related services through the Refugee Employment Program (REP).
Family Self-Sufficiency Plan (FSSP)
A plan that addresses the employment-related service needs of the employable members in a family for the purpose of enabling the family to become self-supporting through the employment of one or more family members.
Refugee Social Services (RSS)
Formula grant funding allocated by ORR to be used primarily for employability services designed to enable refugees to obtain employment.
Targeted Assistance (TA)
Formula grants funding allocated by ORR to counties with large refugee populations. TA Grant is to be used primarily for employability services designed to enable refugees to obtain employment.
FSSP is to be completed for each Refugee Cash Assistance (RCA) or CalWORKs REP participant. Completion of the FSSP will assist in:
