To inform In-Home Supportive Services (IHSS) social work staff of the reinstatement of Rank 6, when assessing the need of IHSS services and assigning a functional rank to the IHSS applicant/recipient.
Effective with this release, IHSS Social Workers (SWs) must use the Functional Rank of 6 when all Meal Preparation & Clean-up, Feeding, Respiration, and/or Bowel, Bladder & Menstrual Care services are provided under Paramedical Services.
Manual of Policies and Procedures (MPP) Section 30-576.4 and All County Letter (ACL) Errata No. 06-34E2, dated May 4, 2007, eliminated the use of the Functional Rank of 6 for Meal Preparation & Clean-up, Feeding, and Respiration in the Annotated Assessment Criteria. The elimination of the Functional Rank of 6 for these service areas prevented SWs from accurately documenting a recipient’s need for Paramedical Services in cases where such services were authorized in addition to human assistance. Thus, ACL No. 12-36, dated July 24, 2012, was released reinstating Functional Rank 6.
ACL No. 12-36 also reinstates the use of the Functional Rank of 6 when assessing for Bowel, Bladder, & Menstrual Care when it is provided only in the form of Paramedical Services.
Functional Rank
Recipient's level of ability and dependence upon verbal or physical assistance to perform activities of daily living.
Paramedical Services
Activities which include the administration of medications, puncturing the skin, or inserting a medical device into a body orifice.
