Third-Party Assessment (TPA), is conducted when there is a disagreement between the Assessor and the GAIN participant on the development of the Employment/Career Plan.
The participant can request a TPA with the Assessor and the Assessor will submit the request via the GN 6013, GAIN Vocational/Career Assignment Disposition, and GN 6014, GAIN Vocational Assessment Summary and Employment Plan, to the GAIN Services Worker (GSW)/Contracted Case Manager (CCM) within five business days of such request.
The participant may also notify the GSW/CCM, after the completion of the Vocational/Career Assessment, that they disagree with the Assessment or Employment/Career Plan and would like a TPA. The participant may request a TPA, within thirty calendar days from the date they sign the WTW 2, Welfare-To-Work Plan Activity Assignment.

Amendment
A change in the existing Assessment or Employment Career Plan. The GSW/CCM notifies the Assessor that the participant believes an activity or employment goal, not listed in the Employment Plan, is better suited for the participant. The Assessor will amend the Assessment if it is deemed appropriate.
Third-Party Assessment (TPA)
An independent Assessment completed by a different Vocational Assessment Provider. The results of the TPA are binding and will be used to develop the appropriate Welfare-to-Work Plan for the participant.
Referral to TPA is appropriate under the following conditions:
During Assessment
The participant notifies the Assessor that they do not agree with the Employment/Career Plan and requests a TPA.
Post-Assessment
The participant may request a TPA within 30 calendar days of signing the WTW 2.
