To convert existing policy to new writing style
The main purpose of the compliance and sanction process is to promote participation by helping participants remove obstacles that prevent participation and completion of Welfare-to-Work (WtW)/Refugee Employment Program (REP) activities.
When contact efforts are unsuccessful and the participant fails/refuses to comply, the compliance process is initiated. This provides the participant a Cause-Determination appointment and the opportunity to continue participating by establishing a Good Cause (GC) or agreeing to sign a Compliance Plan (CP).
The CP is a step in the compliance process in which a participant, whom the County determined did not have GC, is given the opportunity to prevent a sanction by agreeing to sign a CP. When the conditions of the CP are completed, the sanction is avoided. If, at any time, the participant fails to meet the conditions of the CP, the sanction is imposed.
Federal Temporary Assistance for Needy Families statutes direct states to remove from aid non-exempt participants who fail to participate in required work activities.
Compliance Plan
An agreement developed by the Case-Carrying GAIN Services Worker (GSW)/Contracted Case Manager (CCM) and the participant that details the activity that the participant must complete to bring the participant back into full compliance with the WtW/REP program requirements.
