To determine the need for a subsequent Appraisal, the GAIN Services Worker (GSW)/Contracted Case Manager (CCM) checks for a previous assessment result, assesses the participant’s past GAIN participation by reviewing the CalSAWS screens, including but not limited to the WTW Status Detail page and the Customer Activity List page. If a prior Appraisal exists and it occurred less than 12 months from the subsequent Appraisal appointment date, the GSW/CCM is to use the Welfare-to-Work Flow Decision Chart to determine which Welfare-to-Work (WtW) activity will be appropriate. Note: Per State regulations, a subsequent Online CalWORKs Assessment Tool (OCAT) completion is required when there is a break in GAIN participation of six months or more.

Participants who have not completed an Appraisal within the last 12 months, have had a break in GAIN participation, or are reporting an extenuating circumstance (e.g., presence of a previous unidentified or undeclared barrier that prevents him/her from obtaining employment, increased education/training level, etc.), are required to complete an Appraisal. The purpose for a re-appraisal is to re-assess what services the participant needs to be successful in GAIN, identify barriers, and work to resolve those barriers based on the newly reported information in order to facilitate GAIN participation. With the enactment of SB 119 and ACL 25-78, participants who do not obtain unsubsidized employment upon completion of all activities included in the WTW plan will no longer be subject to reappraisal and are not limited in the kinds of activities they may do to continue participating in WTW.
