The main purpose of the compliance and sanction process is to promote participation by helping participants remove obstacles that prevent participation and completion of Welfare-to-Work (WtW)/Refugee Employment Program (REP) activities.
When the compliance process fails to resolve participation issues, the participant is sanctioned and removed from the CalWORKs Assistance Unit, and the family's CalWORKs grant is reduced. A sanction is removed when the participant completes the activity for which the sanction was imposed, has Good Cause (GC) for not participating, qualifies for an exemption, or if the sanction was imposed in error. If the activity for which the sanction was imposed on the participant is no longer available or right, the participant may complete another agreed upon WtW/REP activity to end the sanction.
Exempt volunteers are excluded from WtW/REP participation and are not sanctioned.
Federal Temporary Assistance for Needy Families statutes direct states to remove from aid non-exempt participants who fail to participate in required work activities.
Exclusion
The process of discontinuing the WtW/REP participation of an exempt volunteer participant when they fail or refuse to participate in their assigned WtW/REP activity and the participation problem was not resolved during the compliance process. The participant's cash aid is not reduced.
Sanction
The process of reducing the cash benefits of a mandatory WtW/REP participant when they fail or refuse to participate in their assigned WtW/REP activity and the participation problem was not resolved during the compliance process.
