Purpose

To convert existing policy to new writing style only- No concept changes

To reinforce existing policy regarding treatment of income resulting from applicant/participant's work as a poll worker in a government election.


Policy

The earnings received from a participant's employment as a poll worker during a scheduled election are treated as a one-time-only, non-recurring income payment in CalWORKs, CalFresh, Refugee Cash Assistance, General Relief (GR), and Cash Assistance Program for Immigrants (CAPI) Programs.

Requirements

Since poll worker income is seasonal, and the amount and date of the income cannot be reasonably anticipated, it is not considered in the eligibility determination or benefit calculation for DPSS administered aid programs.

Below is further clarification by program:


CalWORKs/GR

Poll worker income is treated as a one-time only earned income payment. As this income is not expected to be continued/received in the upcoming Semi-Annual Reporting (SAR) Payment Period for CalWORKs and Quarterly Reporting Payment Quarter for GR, this income is not to be used in the eligibility determination or benefit calculation process.


CAPI

Poll worker income is treated as earned income, and is subject to the General and Earned Income exclusions applicable to this type of income.


CalFresh

Poll worker income for SAR CalFresh households is considered a one-time-only income, and is not to be used in the CalFresh computation because this income is nonrecurring.
