To inform CalWORKs staff of the termination of Emergency Shelter Services (ESS) effective June 30, 2014.
With the implementation of the Homeless Family Solutions System (HFSS) effective July 1, 2014, funding for ESS will be shifted to the HFSS and ESS will terminate effective June 30, 2014.
All homeless families enrolled in ESS who continue to need homeless services after June 30, 2014, will be transitioned to HFSS Family Solutions Centers (FSCs) starting
July 1, 2014. To ensure there is no break in services for families who continue to need homeless services, the FSCs will start coordinating the transition of families to the FSCs, starting June 15, 2014.
On May 29, 2012, the Board of Supervisors approved a contract between the Department of Public Social Services (DPSS) and the Los Angeles Homeless Services Authority to provide eligible CalWORKs Welfare-to-Work families with ESS. ESS provides emergency shelter, homeless case management, and other needed services for up to 120 days, and is administered under the DPSS Housing Program. On February 18, 2014, the Board of Supervisors approved a motion to terminate the ESS contract effective June 30, 2014, and shift ESS funding to the HFSS.
On April 1, 2014, homeless families who were enrolled in ESS were notified that if they were not permanently housed by June 30, 2014, their shelter service and ESS case management would be transferred to the HFSS on July 1, 2014.
