Treatment of In-Home Supportive Services Income

The purpose of this document is to provide policy and procedures for the treatment of In-Home Supportive Services (IHSS) Income for CalFresh eligibility determination and benefit amount. In addition, it provides CalSAWS instructions on how to update IHSS income when the CalFresh household (HH) also has a Medi-Cal case.

Policy

IHSS income is counted as earned income to determine CalFresh eligibility and benefit amount. IHSS income is paid to an enrolled provider that is considered an employee of the IHSS recipient and is paid a wage for providing authorized services.


Background

On May 26, 2017, the California Department of Social Services provided counties with policy clarification for treatment of IHSS income for the CalFresh Program.


Definitions

Term and Description

IHSS Recipient

An individual that is blind, disabled, or 65 years or older with low income receiving IHSS. The IHSS recipient is considered the IHSS provider’s employer.


IHSS Provider (Caregiver)

An individual, who is hired by and considered an employee of the IHSS recipient, is paid a wage for providing authorized services.


Requirements

CalFresh HHs must meet gross income limits set by the United States Department of Agriculture – Food and Nutrition Service for their HH size and other policy requirements to receive benefits. IHSS income is counted as earned income for CalFresh eligibility and benefit amount determination


Verification Docs

Documentary evidence is used as the primary source of verification. Documentary evidence consists of a written confirmation of the HH’s IHSS gross income. Acceptable verification is not limited to any single type of document and may be provided by the HH or obtained via other sources, such as the Timesheet At-A-Glance (TAG) system. As a last resort a written statement or collateral contact from the employer may be used. The HH is primarily responsible for providing verification to support statements on the application and resolve any questionable information.
