What changed?
In accordance with the California Department of Social Services (CDSS) Manual ofPolicies and Procedures (MPP) Division 21 Regulations, DPSS and contracted agencies must make every effort to provide all persons with equal and meaningful access to its programs and services.
DPSS is required to inform all customers of its policy of nondiscrimination in its programs and services. This information is to be made available to all customers, including Non-English and Limited English Proficient customers, and customers with visual or hearing impairments, through posters, pamphlets, other written materials,and auxiliary aids. Posters, notices, and other Civil Rights materials in receptionareas must be prominently displayed to ensure visibility. Additionally, the Civil Rights Handbook should be accessible to staff and available in all reception areas.
District and Regional Office CRLs are responsible for the maintenance of office Civil Rights resources and compliance materials, including posters, notices, pamphlets, brochures, flyers, and Civil Rights complaint forms.
Compliance with CDSS, MPP Division 21 regulations will be evaluated by Civil Rights Section investigators during biennial Civil Rights Office Monitoring and Civil Rights Compliance Reviews conducted at all DPSS District/Regional and contracted offices.

In addition to these posters, a new Civil Rights Office/Lobby Review Checklist, revised 06/2024, (Attachment I) is provided to CRLs. The checklist includes a comprehensive listing of all mandatory Civil Rights forms and posters to be displayed in office reception areas and other Civil Rights materials reviewed during Civil Rights and Americans with Disabilities Act (ADA) Compliance Reviews. For a fillable copyof the Civil Rights Office/Lobby Review Checklist, CRLs can contact the Civil Rights Section at DPSSCivilRights@dpss.lacounty.gov.

DPSS must follow Civil Rights requirements as defined in CDSS MPP Division 21 and corresponding federal regulations.
Prominently Displayed
Displayed or positioned in a way that is clearly visible to customers when they enter the building and while they are waiting in the lobby and reception areas.
Civil Rights Liaison (CRL)
The CRL is a manager who is responsible for ensuring the implementation of Civil Rights policies at their respective office and provides customers with Civil Rights complaint information, among other duties.
DPSS must ensure compliance with all provisions of Title VI of the Civil Rights Act of 1964, CDSS MPP Division 21, Title II of the ADA, and the Resolution Agreement between DPSS and the Department of Health and Human Services, Office of Civil Rights.
DPSS and contracted staff must make every effort to provide all persons with equal and meaningful access to its programs and services. All DPSS and contracted offices are required to prominently display mandatory Civil Rights information in the waiting rooms and reception areas of all public facing offices in the specified threshold languages.
