What changed?

Procedures have been revised to refer to the current California Statewide Automated Welfare System (CalSAWS) term and process, removal of 24/48-Month Time Clock (MTC) language, inclusion of 60-MTC, ePolicy reference and revised forms.

Policy

Post-Assessment Activities are services provided to the Refugee Employment Program (REP) participants based on the participant’s Employment Plan developed during the Vocational Assessment.  The services range from basic education to paid work experience.  The objectives of the Post-Assessment Activities are to remove barriers to employment and provide skills directly related to jobs available in Los Angeles County.


Background

The Office of Refugee Resettlement (ORR) requires REP participants to participate in an employability service within 30 days of cash aid approval.  Refer to Manual of Policies and Procedures (MPP), Section 69-207.121.


Definitions

Basic Education

This term includes courses, such as High School Diploma, General Equivalency Diploma (GED) preparation, Remedial Education (REM) and English-as-a-Second Language (ESL).  Refer to GAIN ePolicy Chapter 900.

Note: Due to ORR requirements, ESL cannot be a stand-alone activity for REP participants.


Bridging Activity

A temporary, short-term activity to eliminate gaps between REP activities.  If for any reason, any of the Post-Assessment Activities are not immediately available, a REP participant will be enrolled in a bridging activity.  Some examples of bridging activities are Job Search, Community Service, and Life Skills.  Refer to GAIN ePolicy Chapter 900.


Learning Disability (LD)

An LD is any hidden disability that can result in functional limitations preventing the participant from obtaining or retaining employment.  An LD can be used to describe a variety of problems in reading, writing, math, organizing, and prioritizing.  Refer to GAIN ePolicy Chapter 1200.


On-the-Job Training (OJT)

OJT is subsidized employment in which a participant received job skills training from an employer.  The employer receives partial reimbursement for wages paid during the training period.  Refer to GAIN ePolicy Chapter 900.


Post-Employment Services (PES)

PES is designed to help CalWORKs participants stay employed full-time and attain a better job with wages that enable self-sufficiency.  Refer to GAIN ePolicy Chapter 1000.


Post-Time Limit Services (PTL)

CalWORKs PTL services are offered to participants who have exhausted their CalWORKs 60-MTC.  PTL services are subject to the availability of funds.  Refer to GAIN ePolicy Chapter 1400.


Work Experience (WEX)

WEX is an activity in which a participant receives a non-salaried position in a public/private organization.  WEX provides OJT, behavior skills, acquisition of new skills and enhancement of existing skills.  It also provides the participant an employment reference while seeking salaried employment.  The participant in WEX must actively seek employment while participating in WEX.  Refer to GAIN ePolicy Chapter 900.


Vocational/ Educational Training (VOC)

VOC includes, but is not limited to, occupational skills training at community colleges and regional occupation centers.  Participants may receive a certificate upon completion.  Refer to GAIN ePolicy Chapter 800.

Note: REP participants are allowed a maximum of one year in a VOC activity.


Community Service (CS)

CS is a temporary bridging activity performed with private or public non-profit organizations.  CS activities are intended to enhance or further develop REP participants with necessary job skills that can lead to unsubsidized full-time employment and ultimately lead to self-sufficiency.  Refer to GAIN ePolicy Chapter 1100.


Requirements

Refugee Cash Assistance (RCA) Participant

RCA participants may be eligible to participate in an ESL and/or REM only activity if assigned as a Post-Assessment Activity and meet the following requirements:

  1. Enrollment in ESL/REM must be a concurrent activity;
  2. Enrollment in ESL/REM must occur outside the normal working hours in order to not interfere with employment related activities; and
  3. ESL/REM instruction must focus on employment related activities associated with obtaining and/or retaining employment, or specifically associated with the vocational activity included in the Employment Plan.

Note: Participation in a stand-alone ESL/REM is not an approvable activity for REP participants.


Work Experience (WEX)

To address acculturation needs, the REP Contractor with the authorization of the County may recruit WEX sites that are sensitive to the needs of the REP population.  The WEX employers/providers secured will exclusively serve REP participants referred by the Refugee Case Managers (RCMs).  The County may terminate the use of any WEX employer/provider who violates law, rule, or regulation, or fails to meet the performance criteria, or engages otherwise in activities deemed inappropriate.

Note: The WEX employer/provider will be evaluated on:

  1. The delivery of services.
  2. Total number of REP participants trained.
  3. Total number of REP participants offered unsubsidized employment.

The WEX site must have a history of providing unsubsidized employment to participants successfully completing WEX training.  If the WEX employer does not reasonably meet the above-mentioned criteria, then the WEX employer/provider will not continue providing WEX services to REP participants.

The duration of a WEX activity is six months.  After six months, if the participants did not attain employment, they must be referred to a job search activity for a minimum of three weeks.  Participants have a lifetime limit of two WEX activities, each of which may be a maximum of six months.  A participant must not be enrolled with the same WEX sites for the lifetime limit of the two WEX activities.  Each WEX activity must be with a different WEX site.
