Policy

The Department has specific federal and state standards it must abide by when granting access to DPSS resources. These include the protection and security of confidential administrative data/information and the right to privacy of applicants, participants, and employees.

In order to maintain departmentwide standards for external research projects and to provide a central point for the dissemination of confidential administrative data/information to interested parties, the Management and Research Services (MRS) Section will handle:

  • Requests from researchers for DPSS to participate in their research project.
  • The release of confidential administrative data/information of applicants, participants, and employees. 

MRS is the designated Section for:

  1. Evaluating external research requests based on feasibility (e.g., impact to staff, workload, disruption to district office operations and/or participant involvement) and benefit to the Department.
  2. Reviewing and clearing research proposals, surveys, questionnaires, interview questions, and other data gathering mechanisms with the appropriate Divisions/Sections.
  3. Obtaining final approval from the Department Head to participate in external research projects.
  4. Coordinating research activities such as scheduling interviews with DPSS employees.
  5. Requesting administrative data from the Business Intelligence Section and assisting with data validation.
  6. Collaborating with the Business Intelligence Section to disseminate confidential data by means of secure communication channels.
  7. Coordinating the review of draft research reports with the appropriate Division/Sections.
  8. Compiling comments for draft research reports and transmitting them to the researchers.
  9. Presenting final research reports to the Research Review Panel.
  10. Publicizing and distributing final research reports.

Background

The Department has evolved from using primarily anecdotal and personal experiences as evidence to guide policy decisions to an emphasis on data-driven decision-making. Research plays a role in this process by generating new knowledge not available from existing reports.


Definitions

External Research

Research that originates outside of DPSS. External research requires access to confidential administrative data/information about applicants or participants in programs administered by DPSS, and access to participants or employees for interviews and/or surveys.


Requirements

Disclosure of Confidential Information

Disclosure of confidential administrative data/information of applicants or participants is not allowed except under the conditions prescribed in the California Welfare and Institutions Code. Confidential information includes data/information that can be used to identify a person as a participant in a program administered by DPSS, such as first, middle, and last name, social security number, address, telephone number and date of birth.

Content

External research involving contact with DPSS applicants, participants and/or employees for the purpose of conducting interviews, surveys, observations, photographing, or videotaping without that individual's prior consent is prohibited
