46-103.3 Homeless Management Information System

To release a new policy

To provide instructions to General Relief (GR) Housing Subsidy & Case Management Project (GRHSCMP) staff on how to utilize the Los Angeles Homeless Services Authority (LAHSA) owned Homeless Management Information System (HMIS). This system will enable staff to make more effective service decisions based on the participant's current engagement with other homeless services providers in the Coordinated Entry System (CES).


Policy

The GR Housing Case Managers (GRHCMs) will only have "read-only" access to view HMIS and determine whether a GR applicant/participant experiencing homelessness or at-risk of homelessness is connected to other homeless agencies.

The GRHCM will reconnect the participant with the provider in HMIS if the record is within the last 12 months. This connection is voluntary and will only occur if the participant agrees to be reconnected.


Background

The Board of Supervisors tasked the Chief Executive Officer's (CEO) office to work in partnership with LAHSA and the lead Homeless Initiative Departments, to facilitate as necessary, access to LAHSA's HMIS. For those Departments not currently utilizing the system, the CEO requested Departments to consider how their staff could use the system to improve service coordination and outcomes for their homeless clients. 

In January 2021, the Department of Public Social Services (DPSS) was granted access to HMIS for GRHCMs in the GRHSCMP. This access will allow staff to view HMIS and determine what services the individual may be eligible to receive outside of DPSS.


Definitions

Homeless Management Information System (HMIS)

A local information technology system owned by LAHSA that is used to collect client-level data and provide housing and services to homeless individuals and families, and persons at-risk of homelessness.


Coordinated Entry System (CES)

A regionally-based system that connects new and existing programs into a "no wrong door network." The system assesses the needs of families and single adults experiencing homelessness and links them with the most appropriate housing and services to end their homelessness.


 DPSS Homeless Definition

  1. Lacks a permanent, fixed, and regular nighttime residence.
  2. Shares a residence with family or friends temporarily.
  3. Resides in either a publicly or privately-operated and supervised accommodation for human beings.
  4. Resides in a public or private place not designed for or ordinarily used as regular sleeping accommodation for human beings.
  5. Is in jeopardy of an eviction and meet the following criteria to prevent the displacement:
    • Provide verification (notice of eviction or three-day notice to pay or quit);
    • Agree to the maximum $100 direct rent contribution for an individual case; maximum $200 direct rent contribution for a couple's case; and
    • The landlord agrees via a written statement/telephone to not evict the participant if approved for the housing subsidy.
