Policy

The Online CalWORKs Appraisal Tool (OCAT) shall be conducted at all Appraisal interviews and completed in combination with the GAIN Appraisal requirements.  The OCAT interview is administered in its entirety by the GAIN Services Worker (GSW)/Contracted Case Manager (CCM) with the participant on an individual basis.  OCAT is designed to collect pertinent information from the participants while engaging them in a meaningful conversation.


Background

Assembly Bill No. 74, SEC. 3011325.2 of the Welfare and Institutions Code states that the County shall utilize a standard Appraisal tool in order to assess strengths and barriers to work activities for participants in the GAIN Program.


Definitions

OCAT

A customized online Appraisal tool to be used by GSWs/CCMs with participants in the GAIN Program. OCAT assists GSWs/CCMs with helping participants identify and access services, and assists with developing a plan towards employment and Welfare-to-Work activities. OCAT generates recommendations for participants to support them as they move through their work readiness activities toward self-sufficiency.


Appraisal Summary and Recommendations (ASR)

ASR is an action plan that highlights key participant information, goals, strengths, and identifies barriers while making recommendations for services.  The ASR is an actionable agreement between the GSW/CCM and the participant.
