To release a new policy
Counties may use special transactions in the Case Management, Information and Payrolling System Version 2 (CMIPS) to handle In-Home Supportive Services (IHSS) payment situations that fall outside the normal payroll process. Reasons to use a special transaction may include, but are not limited to, the following:
The California Department of Social Services (CDSS) Manual of Policies and Procedures (MPP) Section 30‑769.25 directs counties to use special transactions for “unusual situations not provided for by the regular payrolling process and where the county deems appropriate.” Counties are also responsible for closely monitoring and controlling the use of special transactions.
Advance Pay
An optional payment method available only to severely impaired IHSS recipients where the recipient receives the IHSS payment, in advance of services being provided, and pays the provider.
Special Transaction
A type of payroll transaction in CMIPS that is used to request a one‑time payment or deduction for an IHSS recipient or provider. The following special transaction types are available to county CMIPS users:
