What changed?
Effective October 1, 2014, the California Department of Social Services (CDSS) has changed the way it monitors county resolution of Case Management, Information and Payrolling System (CMIPS) Death Match notifications.
CDSS will send counties a summary report of Death Match leads in “Pending” status, semi-annually in October and April, to review and resolve.
Note: Changes are shown highlighted in gray throughout the document.
Designated In-Home Supportive Services (IHSS) Line Operations (Ops) staff must review, resolve, and update all Death Match notifications in CMIPS within 30 calendar days of receipt.
Pursuant to provisions of the Quality Assurance (QA) Initiative (Senate Bill 1104, Statutes of 2004), the California Welfare and Institutions Code was amended to add Sections 12305.7(a) and (b), and 12305.71(c)(1) and (c)(3) concerning data match requirements in the IHSS Program statewide.
Prior to implementation of CMIPS, the State Controller’s Office (SCO) sent Death Match data monthly to CDSS for verification. CDSS would then review, compile the data by county, and transmit it quarterly to the respective counties for investigation and follow-up. With the implementation of CMIPS, the Death Match process has been revised from a manual process conducted quarterly, to an ongoing systemic process.

Manual designed to assist CMIPS users on how to complete IHSS activities in CMIPS.
