690 Self-Initiated Program Work Study

Policy

To be assigned a Work Study assignment, participants must be enrolled in a Postsecondary Program and have a Work Study position assigned by the private school. Eligibility for a Work Study assignment is ultimately left to the discretion of the school and is not a guaranteed activity. The Work Study activity hours along with the Self-Initiated Program activity hours count towards the CalWORKs Hourly Participation requirements. 


Background

Work Study is intended to provide participants with paid work experience and transferable skills while pursuing an educational program. Work Study assignments are available both on and off campus. Assignments may be with a private business, a non-profit organization, or a public agency.


Definitions

Postsecondary Program

Includes but is not limited to private schools and regional occupational centers or other occupational programs.


Work Study

Subsidized employment through the private school where the participant is enrolled in an education/training activity and making satisfactory progress. Work Study positions may be subject to funding availability. 


Subsidized Employment

Employment in which the employer is partially or wholly reimbursed for wages and/or training costs, subject to funding availability.


 Work Study Award Letter

A letter from the school’s Financial Aid office outlining the student’s federal Work Study eligibility. The letter does not mean a guaranteed Work Study job placement.
 


Requirements

Concurrent Activity

Work Study is a concurrent activity and must be paired with:

  • Self-Initiated Program (SIP);
  • Vocational/Educational Training (VOC);
  • Job Skills Training (JST); or
  • Remedial Education (REM).

When possible, the Work Study activity, paired with a SIP activity, should provide work experience related to the participant’s course of study.


Progress Report

Participants are required to submit verification of progress at least quarterly, or at midpoint, if the duration of the Work Study activity is less than three months.

Progress is tracked and verified using the GN 6070, Progress Report-Education/Training/Post-Employment services/Work Experience and Community Services Program form, or an acceptable alternate.


Monthly Attendance Report

Participants are required to submit monthly verification of actual hours of attendance for their Work Study activity using the GN 6365, Monthly Attendance Report form, or an acceptable alternate.

Participants must attach their Work Study timesheets or paystubs to the GN 6365 for the time period indicated on the report or acceptable alternate.

The GN 6365 is mailed to the participant five business days prior to the report month and due on the tenth day of the month following the report month.


Termination of Work Study

The participant’s Work Study will terminate when:

  • The school ends the Work Study assignment;
  • The participant is no longer in school; or
  • The SIP/VOC/JST/REM activity paired with the Work Study assignment ends and the participant will no longer be in school.

If any of these occur, the participant shall be referred to the next appropriate activity.
 


Verification Docs

Work Study Referral

GN 6006-W, Work Study Service Provider Referral Form. This form may also be used in lieu of the GEN 111, Employer Statement form.

Work Study Verification Letter

An official school document verifying a participant’s Work Study employment. The Work Study Verification Letter must include:

  1. The participant’s name;
  2. Job title;
  3. Job location;
  4. Start date;
  5. End date;
  6. Hourly pay;
  7. Scheduled hours; and
  8. Supervisor’s name and contact information.

 

Progress Report

The GN 6070 is required to verify progress in a Work Study activity at least quarterly or at midpoint if the Work Study activity is less than three months.

Acceptable Alternate
When efforts to have the school complete the GN 6070 are unsuccessful, one of the options below may be provided to the GAIN Services Worker (GSW)/Contract Case Manager (CCM):

  1. A letter from a school official, such as a counselor or CalWORKs Coordinator who can report the CalWORKs student’s Work Study progress. The letter must:
    • Document the progress made for the period requested;
    • Be on the school’s letterhead;
    • Be stamped with the school’s or school’s CalWORKs Program official stamp; and
    • The name, signature, and contact information of the school official verifying the progress;
  2. A current report card, or its equivalent, as proof of progress; or
  3. A temporary written sworn statement (affidavit) until the progress report, report card, or its equivalent can be produced.

 

Monthly Attendance Report

The GN 6365 is required to verify monthly attendance.

Acceptable Alternate
When efforts to have the school complete the GN 6365 are unsuccessful, one of the options below may be provided to the GSW/CCM:

  1. Work Study timesheets for the period requested;
  2. Work Study paystub for the period requested;
  3. Attendance record; or
  4. Similar documentation made available by the school. School documentation must include:
    • The participant’s name;
    • The name of the school;
    • The number of attendance hours; and
    • The name and phone number of the school official verifying the hours.
