Job Development Cluster Model
The Job Development Cluster (JDC) Model is a collaborative group comprised of the Department of Public Social Services (DPSS), including the GAIN Case Management contractor and the Refugee Employment Program (REP) contractor, the Department of Economic Development via America’s Job Centers of California, Employment Development Department, Los Angeles County Office of Education, and Los Angeles County Community Colleges.
In order to enhance the County’s workforce development efforts, the JDC Model was divided into seven Clusters, to cover the entire Los Angeles County area. Their representatives are located throughout the various shared service areas and/or geographic locations. The purpose of the JDC Model is to encourage cooperation, workforce alignment, strengthen communication and interaction among partnering agencies through ongoing and periodically-held local Cluster meetings, where partners can share best practices and coordinate workforce activities.
Cluster meetings are mandatory for GAIN/GROW/REP Job Development staff, including a representative at the level of GAIN Services Supervisor (GSS) or Regional Deputy Director. Meetings are convened as needed but no less than quarterly.
In direct alignment with our JDC Model, DPSS focuses on identifying the needs of businesses as the best opportunity to provide support for workforce and economic development. Job Development staff, also known as Business Services Specialist (BSS)/Job Developer (JD), assists businesses to reach their workforce goals by providing services, such as staffing and placement assistance, pre-screening and interviewing participants, and an array of additional business resources assistance through our partners. The JDC Model’s primary goal is to supply qualified candidates to employers, and in doing so, DPSS helps participants become employed and self-sufficient.
The essential functions/duties and minimum expectations can be divided into the following four categories:
Job Fairs
JDC Model’s partners work together in the coordination of job fairs, which serves as an extension of GAIN Case Management by providing participants with opportunities to meet several employers/recruiters at one convenient location. The JDC Model encourages GAIN/GROW/REP Job Development staff to work in partnership with other agencies and collaborate in organizing job fairs by sharing available resources and maximizing job search opportunities for participants.
In-House Job Search
In-House Job Search (IHJS) is a bridging activity in which the participant’s principal objective is to seek employment. The assigned BSS provides the participant with training and instruction which includes the IHJS orientation, how to complete the job search log correctly, where to search for potential employers, how to create an online user login profile, how to save online search verifications, and employer email confirmations, understanding employer expectations, interviewing skills, and other skills designed to enhance the participant’s capacity to move towards self-sufficiency.
When the participant is referred to the BSS for IHJS, the BSS must confirm the validity of the participant’s job searches and determine the participant’s hours of participation on a weekly basis. The BSS validates an IHJS activity by documenting all interactions between the BSS and the participant, either in the office or on the telephone. The BSS must contact each employer to validate the entries on the GN 6367-3 form, and ensure to document the CalSAWS Job Development Activities Detail and Journal Detail pages to capture the actual services provided each time the BSS meets with the participant.
The JDC Model provides a structured setting that enables better communication between BSS staff, resulting in more efficient and comprehensive services to the participants and employers. This reinforces the Department’s commitment to ensure that the job placement rate remains at satisfactory levels by maximizing job development resources currently available within DPSS and other partnering agencies.
Job Search
The act of searching for employment with the goal to submit an application or resume to employers who are interested in filling current or future employment vacancies.
Job Developer or Business Services Specialist
Titles used by Departmental Job Development staff when conducting business and outreach activities with external partners and/or employers.
Job Development Cluster Meeting Host Office
JDC member office that hosts/chairs the JDC meeting.
Job Opening Coordinator
The GSS designated to be the Job Opening Coordinator who receives and disseminates the job openings received via the DPSS Employer Services website and GAIN/GROW LA County Contractor Job openings email to other Cluster members.
Temporary Assistance for Needy Families (TANF)/Research and Development Enterprise Project (RADEP)
TANF/RADEP is a web-based system that the State of California uses to review and collect work performance data for the Federal sample.
Enterprise II Lite (E2Lite)
E2Lite is a web-based system that the State of California uses to review and collect work performance data for the County sample.
All BSS’ must attend Cluster meetings regularly, and participate in organizing job fairs, recruitment events, and job preparation workshops.
In-House Job Search Activity Weekly Participation Hours
Participants must document and report their daily hours of participation via the GN 6367-3 and meet with the BSS on a weekly basis to submit the form.
