Purpose

To provide information regarding the termination of the Homeless CalWORKs Families Project (HCFP) effective June 30, 2014.


Policy

With the implementation of the Homeless Family Solutions System (HFSS) effective July 1, 2014, funding for HCFP will be shifted to the HFSS. Therefore, HCFP will terminate effective June 30, 2014.

Effective July 1, 2014, all homeless families currently enrolled in HCFP and who continue to need homeless services, will be served by the HFSS. In addition, the designated HCFP Eligibility Workers (EWs) and HCFP GAIN Services Workers (GSWs) are no longer required for participation and collocation at the HCFP sites.

GAIN Regions that had designated HCFP GSWs, must consider the workload impact the HFSS will have on the Specialized Supportive Services (SSS) Unit and must consider keeping the former HCFP GSW in the SSS Unit.

All families currently enrolled in HCFP, who are homeless and continue to need homeless services, will start working with the HFSS Family Solutions Centers (FSCs) starting June 15, 2014, in order to be transitioned and continue receiving services from the FSCs effective July 1, 2014.


Background

On June 4, 2013, the Board of Supervisors approved a one year (July 1, 2013 to June 30, 2014) contract between the Department of Public Social Services (DPSS) and the Los Angeles Homeless Services Authority (LAHSA) to assist HCFP families with temporary/transitional housing, transportation, emergency supplies and crisis intervention referrals.

HCFP is a collaborative effort between DPSS, the Los Angeles County Departments of Mental Health, Public Health, and LAHSA. DPSS provides the overall administrative direction for the project. The project is available for homeless CalWORKs Welfare-to-Work (WtW) families in which a parent has a mental health issue.

The main goal of the project is to move homeless families into emergency shelters, then into transitional housing while stabilizing and finally into permanent housing, in a relatively short period of time (approximately 6 months), by addressing any barriers that prevent them from obtaining housing. HCFP is administered in six DPSS CalWORKs offices (Metro Family, East Valley, Pomona, Norwalk, El Monte and South Central).

On February 18, 2014, the Board of Supervisors approved a motion that after the end of the one (1) year contract term, HCFP funding will be shifted to the HFSS.
