LIS is a Medicare program that provides financial assistance to those with limited income and assets. This program helps eliminate or significantly reduce Medicare Part D premiums, deductibles, and co-payments. The Social Security Administration (SSA) refers LIS applicants to the county via Medi-Cal Eligibility Data System (MEDS) alerts.
Counties are required to evaluate all LIS applicants for Medi-Cal and/or Medicare Savings Program (MSP).
An evaluation for Medi-Cal and/or MSP must be completed unless the LIS applicant informs the department that they do not want to be evaluated for these benefits.
The information/referral received from SSA via the LIS Alerts must be treated as an application for Medi-Cal and/or MSP. Under no circumstances shall a LIS applicant be required to submit another Medi-Cal and/or MSP application.
On July 15, 2008, Congress enacted the Medicare Improvements for Patients and Providers Act of 2008 (MIPPA). Under MIPPA, SSA is required to refer Medicare LIS - Part D Extra Help applicants to the Department of Health Care Services (DHCS) for MSP eligibility determinations. In addition to MSP eligibility determinations, DHCS has instructed counties to conduct Medi-Cal eligibility determinations for these applicants.
