Security Officer Assessment

Purpose

To convert existing policy to new writing style only - No concept changes. 

What changed?

  1. On June 30, 2018, the Pathways to Success activity was eliminated.
  2. On August 8, 2020, the California Statewide Automated Welfare System (CalSAWS) replaced the LEADER Replacement System in Los Angeles County.
  3. On December 31, 2021, the in-person Job Readiness Training activity and the Job Readiness Training for Youth activity were sunset and replaced with the Cell-Ed Work Ready (Cell-Ed) activity. 
  4. Updated policy includes the CalFresh Employment and Training (CFET) Program.

Policy

The Security Officer Assessment (SOA) is provided by the Los Angeles County Office of Education (LACOE) and is available to the Skills and Training to Achieve Readiness for Tomorrow (START) or CFET participants who have completed the Career Assessment and are interested in the Security Officer Training (SOT) opportunity. The SOA is a three-day workshop orientation and pre-screening process for non-felon and non-misdemeanor individuals. The SOA is a pre-requisite activity to the SOT activity.


LACOE informs the START Program in advance of the next SOA activity date and location. START Program immediately notifies START line staff of the upcoming activity and requests they recruit interested START/CFET participants.

Definitions

Career Assessment

A comprehensive tool used by the START Case Managers (SCMs) to identify the START participant's barriers, educational background, employment history, soft skill level, and goals. 

CFET Program

Assists approved CalFresh/General Relief participants by offering activities and supportive services related to increasing employability with the end goal being the participant obtaining a living wage. In Los Angeles County the CFET Program is administered by START staff.

Cell-Ed

Cell-Ed is a two-week activity that offers job preparation courses and meets the 20-hour per week START participation requirement. This online learning activity will assist START/CFET participants in learning essential job skills and give them an option to study at any time on any mobile or handheld device. Cell-Ed is an allowable CFET component since it is considered a supervised job search activity.


Requirements

START participants interested in the SOT must meet the following requirements to be eligible for referral to the SOA:

  1. Must be over 18 years old;
  2. Must be able to read, write, and speak English proficiently;
  3. Must possess a valid Identification Card or Driver's License;
  4. Must be able to pass a physical and drug test;
  5. Have no felonies;
  6. Have no misdemeanors; 
  7. Have a High School Diploma or GED preferred; 
  8. Have a copy of RAP sheet/Criminal Records; and; 
  9. Is willing to accept employment as a security officer or guard.
